Loading and Discharge Survey

A loading/discharging survey is an inspection process that monitors the condition and quantity of cargo as it is loaded onto or unloaded from a vessel.

These surveys help ensure cargo is handled safely and correctly, verify that the amount of cargo matches the documents, and document its condition throughout the process.

This provides essential verification for all parties involved in the shipping process.

The transfer phase (moving cargo between shore and ship) is the highest-risk period for damage due to mishandling, weather exposure, or equipment failure. Having a surveyor present ensures that proper handling procedures are followed by stevedores and provides immediate, independent documentation if damage occurs during this critical window.

Beyond just counting (tallying), the surveyor monitors the condition of the cargo as it is lifted, the suitability of lifting gear, proper stowage and dunnaging inside the holds (during loading), and ensures that operations cease during adverse weather conditions to protect the goods.

The surveyor performs an independent tally (count) or draft survey to verify the quantity loaded or discharged against the shipping documents (Manifest/Bill of Lading). If a discrepancy arises, the surveyor’s independent data and Statement of Facts/Time Log provide crucial evidence to resolve disputes between shippers, receivers, and carriers before the vessel departs.
