Pre-shipment survey

pre-shipment survey (also called pre-loading survey) is an independent inspection carried out to document the condition of cargo before it is loaded onto the vessel.

The surveyor verifies the quality, quantity, packaging, marking, and stowage readiness of the cargo, checking that it corresponds to the shipping documents and complies with contractual and regulatory requirements applicable in Italy and internationally.

This service is essential to establish a clear and detailed record of the cargo’s condition before the shipowner’s liability begins, helping to prevent disputes and claims related to damage, shortage, or non-conformity. Through detailed photographs, reports, and reservations when necessary, the pre-shipment survey supports marine insurers, P&I Clubs, cargo interests, and logistics operators in managing risk on shipments to and from Italian ports.

A professional pre-shipment survey is particularly important for sensitive, high-value, or damage-prone cargoes (such as steel products, project cargo, perishable goods, and containerized shipments), where any pre-existing damage or improper packaging must be clearly documented. By identifying issues before loading, corrective actions can be proposed—such as reconditioning, additional packaging, or segregation—reducing the probability of cargo damage and subsequent marine claims.

A pre-shipment survey is important because it creates an independent record of the cargo’s condition, quantity, and packaging before loading, which is crucial in case of later claims or disputes. For shipments from and to Italian ports, this documentation helps shipowners, charterers, and cargo interests manage their contractual responsibilities and supports marine insurers and P&I Clubs in handling potential claims.

A pre-shipment survey usually includes visual inspection of the cargo, verification of quantity, packaging and marking, comparison with shipping documents, and photographic evidence of any damage or discrepancy. The surveyor may also issue remarks or reservations in the report if cargo is not fit for loading, helping clients decide on reconditioning, repacking, or rejecting certain parcels before shipment.

Pre-shipment surveys are commonly requested by shipowners, charterers, cargo owners, freight forwarders, and marine insurers who want to protect their position before loading. The survey should be performed immediately before loading operations, while the cargo is still in the terminal, warehouse, or storage area, so that any issues can be addressed before it passes into the shipowner’s responsibility.
